Anne O. Rice RDH, BS, FAAOSH, CDP

Anne has been a clinical dental hygienist for 35 years, is a speaker, writer, and consultant. She created Oral Systemic Seminars in 2017 and now devotes much of her time, focus and study to dementia prevention. She is a preceptor for the Bale/Doneen method, a Certified Dementia Practitioner and a Longevity Specialist with the Alzheimer’s Research and Prevention Foundation, where she has also developed curriculum. Anne is a Fellow with The American Academy for Oral Systemic Health and serves on the advisory board. Anne is currently on Cloud Dentistry’s Empowering Women in Dentistry Council and has a column for RDH magazine focusing on oral systemic health. She is serving on their 2025 editorial advisory board and has joined O’Hehir University editorial advisory board for their International Journal of Oral Health Behavior Change Research. Anne was a 2024 recipient of Sunstar’s Award of Distinction and in 2021 Anne published her manuscript Alzheimer’s Disease and Oral-Systemic Health for Frontiers. She was included in an International Consortium of a diverse network of brain researchers, clinicians and institutions who support Alzheimer’s prevention. Her consulting has brought her to Weill Cornell Medical Center’s Alzheimer’s Prevention Clinic, Florida Atlantic College Center for Brain Health, the Atria Institute and Florida Institute Neurodegeneration Diseases.

Machell Hudson-Hoover, RDH, FAAOSH, CHC, is the CEO and founder of Integrative Dental Coaching. She is the Head of Oral Systemic Health & Hygiene Growth for the Institute of Clinical Calibration and co-authors the book “A Patient’s Guide to Oral Systemic Connections.” Machell is a former American Academy for Oral & Systemic Health board member and currently serves on the Advisory Board of RDH Magazine.

With profound expertise in oral-systemic connections and the application of specialized protocols, Machell inspires healthcare professionals through her rich experiences as a clinical integrative hygienist, speaker, and consultant for both solo practitioner offices and within the DSO space. Her extensive training, which encompasses the Bale/Doneen Preceptorship, periodontal health from the Kois Center, and multiple health and wellness coaching certifications, demonstrates her unwavering commitment to excellence. This remarkable background empowers her to create a lasting global impact.

Janessa currently practices in Katy, Texas and is a proud mom of three girls (Olivia (10), Cora (9), and Genevieve (2) with husband Nathan of 17 years.

Kelcie Troutman, RDH

Registered Dental Hygienist

Kelcie Troutman is a Registered Dental Hygienist with over 18 years of clinical experience in the dental profession. She graduated from Flint Hills Technical College with her Associate Degree of Dental Hygiene in 2011, after receiving her undergraduate studies from Emporia State University. Years later she completed her Bachelor’s of Dental Hygiene from Wichita State University, which she boasts to be one of the best degree-completion programs she has encountered. Kelcie spent the first part of her clinical career practicing in Burlington, KS, serving her small community for over a decade. During this time, Kelcie wore many hats within her clinic, ranging from training new teammates, managing inventory and ordering process, developing external referral systems for specialty services provided in her clinic and acting as Clinical Manager for her back office team. Kelcie was also successful in implementing an outreach program for nursing care and special needs facilities that ultimately led to delivering dental care to underserved populations in Southeast Kansas throughout her tenure at her Burlington practice.

In 2019, Kelcie and her family took a leap of faith and relocated to the Tulsa area, where she soon began working for Lumio Dental, formerly Spring Dental, to pursue clinical leadership a bit further. After a few months of mentoring and training fellow hygienists, Kelcie took on the role of Director for the hygiene department and created a structure that provides support, guidance and professional growth to all hygiene teams across the company. In July of 2024, Kelcie was promoted to serve as the Senior Director of Clinical Support for Lumio Dental, where she oversees all clinical teams within the organization. Kelcie currently resides in Owasso, OK, just north of Tulsa, with her husband of 17 years and two daughters. Kelcie is deeply passionate about delivering exceptional patient care and fostering continuous education and development within her clinical teams. She is proud to be part of an amazing company that truly advocates for their patients and teams and she looks forward to the growth the clinical teams at Lumio Dental will experience under her leadership team’s support.
Jeff Puckett Headshot

Jeff Puckett started his law enforcement career at the Norman Police Department in 1992. During his distinguished 21-year career with Norman PD, Jeff spent 13 years in the department’s Special Investigative Division (SID) working on hundreds of cases involving street to high-level narcotics traffickers.

From 2002 to 2007, Jeff was assigned to the Oklahoma City DEA Task Force where he worked in an undercover capacity on major drug investigations, seizing of millions of dollars, and hundreds of pounds of illegal narcotics.

In 2008, Jeff became the first diversion investigator at Norman PD and worked on all types of cases from doctor shoppers and script forgers to taking enforcement actions against pharmacies, pharmacists, and medical providers. Jeff also started a training program with the Norman Regional Hospital in which he trained doctors, nurses, and other staff members in drug diversion and opioid abuse.

Jeff also routinely gave community presentations to schools and various community groups about the dangers of drug use, the methods utilized by drug traffickers and drug users to conceal, sell, and ingest illegal narcotics.  Jeff is certified by the Council on Law Enforcement Education and Training (CLEET) as an instructor and has over 1500 hours of law enforcement training.

Jeff was hired as an investigator with the Oklahoma Board of Dentistry in 2018 and was promoted to Deputy Director of the agency in 2020.

Jeff was inducted into the Oklahoma Law Enforcement Hall of Fame in 2021 and is also a past recipient of the Norman PD Officer of the Year Award.  Jeff is a member of the National Association of Drug Diversion Investigators (NADDI), and the Association of Oklahoma Narcotics Enforcers (AONE).  Jeff also serves on the Executive Board for AONE and was voted by his peers as the Region 1 Officer of the Year for AONE in 2009.

Jeff has been married to his lovely wife Lori for almost 30 years and they have one grown daughter together.

Susie Arft Keepper DNP, APRN, AGCNS-BC, RDH, WCS-C, EDS-C, FADHA

Dr. Keepper has degrees in Nursing Practice, Advanced Practice Nurse, Clinical Nurse Specialist with an emphasis in gerontology, and a Registered Dental Hygienist. She also received the distinguished Reynolds Scholarship for Nursing at the University of Oklahoma-Health Science Center (HSC). She completed her dental hygiene degree at Missouri Southern State University, Joplin, MO in 1998, her Bachelor of Science Nursing degree in 2014 at Central Methodist University in Fayette, MO, her Master of Science Nursing degree in 2018, and her Doctor of Nursing Practice degree in 2024 at the University of Oklahoma-HSC, certified as a Wound Care Specialist and an Excisional Debridement Wound Specialist, and a certified Kaizen Quality Improvement Leader. Her background is in philosophy and research, focusing on introducing dental health/care in the hospital and interdisciplinary teams and developing oral health quality improvements for hospitalized older adults. She is a national medical and dental collaboration speaker and a published author. Dr. Keepper is the beneficiary of numerous academic awards and scholarships.

She is an active member in the Oral Health Research Interest Group for the Gerontological Society of America, Oklahoma Oral Health Coalition, Oral Health Progress and Equity Network, Political Action Committee chair for the Oklahoma Dental Hygienists’ Association, Oklahoma Nurses Association legislative committee member, is on the advisory council at Next Science, and a former board member of the Oklahoma Association of Clinical Nurse Specialist.

In her free time, she participates in medical/dental mission trips and volunteers her time to the underserved.

Mandy Walters, RDH
Registered Dental Hygienist | Speaker | Educator | Advocate for Empathy in Dentistry
Mandy Walters is a dedicated Registered Dental Hygienist with over 10 years of clinical experience in the dental field. She began her career as a dental assistant in pediatrics and orthodontics before pursuing her education at Tulsa Community College. Mandy earned her Associate’s degree before advancing to obtain her Bachelor’s of Dental Hygiene from Eastern International College in New Jersey.
Mandy’s professional journey is marked by growth, leadership, and a commitment to personal and professional development. Early in her career at Spring Dental (now Lumio Dental), she was selected as one of the original three hygienists to launch the company’s new hygiene department. Under Director Kelcie Troutman’s leadership, the department expanded from 10 to nearly 100 hygienists. As a key player in Lumio Dental’s growth, Mandy has helped shape the culture of empathy, kindness, and excellence within the organization.
Beyond her clinical expertise, Mandy is passionate about education. She teaches expanded functions for dental assistants at Dental Careers Institute, helping to develop the next generation of dental professionals. Mandy also serves on the Board of Directors for the Dental Hygienist’s Association and has actively participated in numerous volunteer and humanitarian initiatives. A highlight of her volunteer work includes a life-changing humanitarian trip to Mérida, Mexico, through Lumio Cares.
Mandy is committed to her “Ministry in Dentistry,” which focuses on combining her love for the profession with a deep sense of empathy and service to others. When she’s not empowering dental professionals or contributing to the community, she enjoys traveling and spending quality time with her husband, Ben, and their baby Bennett.
